Elenora “Nora” Connors, J.D., M.P.H., was a law fellow at the O’Neill Institute from 2008-2010. She is currently a Health Legislative Assistant for Senator Dianne Feinstein (D-CA). Nora focuses on Senator Feinstein’s health agenda, which includes legislation to establish a Health Insurance Rate Authority and banning toxins from plastic and children’s toys.

As a law fellow, Nora worked on a wide range of health law and policy projects. She gained significant experience in tracking and analyzing federal and state health legislation, and acquired in-depth knowledge of the federal policymaking process and domestic health reform landscape. She was a key member of the management team for the Legal Solutions in Health Reform project, which identified potential legal issues in rapidly emerging health reform legislation and proposed solutions to potential barriers to reform. Additional work included: comprehensive research on state electronic prescribing laws; investigating the public health impacts of climate change; examining legal, ethical, and policy issues of medical system reform; and researching the justiciability of the right to health.

Prior to joining the institute Nora worked at the CDC in the Office of General Counsel, HHS, and for the Public Health Law Program; the Office of Legal Counsel for the Bureau of Assisted Living, Wisconsin Department of Health and Family Services; and counseled incarcerated clients with a law school criminal clinic.
