Juan Carballo, Abogado (JD equivalent), LL.M., was a Law Fellow at the O’Neill Institute from 2009-2011. He is a foreign-trained attorney who earned his law degree in his home country of Argentina at the National University of Cordoba, and his Master of Laws (LL.M.), at Georgetown University Law Center, sponsored by the Fulbright Commission.

Prior to joining the O’Neill Institute, Juan worked for the Constitutional Law and Natural Resources and Environmental Law Departments at the National University of Cordoba and he was a lecturer on constitutional analysis of Supreme Court Jurisprudence at the National University of Cordoba´s Center for Legal and Social Research. He has also worked for different non-governmental organizations on topics such as human rights and right to a healthy environment and he has been a legal advisor for the local government of Córdoba City.

Juan’s interests include studying the intersections between global health, human rights, and the right to a healthy environment. He currently works on the O’Neill Institute’s Global Tobacco Control project, with a focus on Latin America. He researches the use of litigation as an approach for reducing tobacco use, drafting shadow reports to accompany States’ Periodic Reports to U.N. human rights monitoring bodies, and supporting constitutional and rights-based arguments to strengthen tobacco regulations.
