Darlene Huang, JD, MPH, is a Senior Associate at the O’Neill Institute for National and Global Health Law where she works on both domestic and international tobacco control and food and drug law issues. 

Prior to joining the O’Neill Institute, Darlene was an independent public health law, policy, and regulatory science consultant advising multidisciplinary research teams on creating, analyzing, and interpreting findings from legal data sets. In that role, she built upon her prior experiences providing legal technical assistance on the interaction between federal, state, and local laws as a Staff Attorney at the Public Health Law Center’s Tobacco Control Legal Consortium; developing federal regulations and policies as a Tobacco Regulatory Science Fellow at the U.S. Food and Drug Administration (FDA); and leading chronic disease prevention initiatives at a Colorado county health department. 

Darlene holds a Juris Doctor from William Mitchell College of Law (now Mitchell Hamline School of Law), Master of Public Health from the University of Minnesota, and Bachelor of Science in Health and Exercise Science from Colorado State University. She is a member of the Minnesota Bar and provides pro bono legal services through the Immigration Justice Campaign.
