WHO doesn’t explain where money for that fund should come from, but Lawrence O. Gostin, professor of global health law at Georgetown University and director of the World Health Organization Collaborating Center on Public Health Law and Human Rights, suggests that member states should contribute more. Gostin recommended in a Journal of the American Medical Association article April 14 that WHO double its budget by increasing member-state dues in order to shift the burden from volunteer contributions. He asserts that an increased reliance on voluntary funding (from such donors as the United States and the Bill and Melinda Gates Foundation) has turned WHO into a “donor-driven organization.”
