Daniel Lucey, an expert in infectious diseases at the O’Neill Institute for National and Global Health Law at Georgetown University, said the vaccine could be useful, although Congolese health authorities had successfully controlled previous outbreaks of Ebola without it.

“Still, I think it’s the right thing to do,” he said, adding that, although the spread of the disease appeared to be relatively slow, previous outbreaks suggested the situation could change rapidly.
