The Role of Law in Advocating for Those Disenfranchised from Healthcare Access: A Look at Implementing Obamacare in DC

Jeffrey Crowley, O’Neill Institute for National and Global Health Law

Jeffrey Crowley is the Program Director of the National HIV/AIDS Initiative at the O’Neill Institute for National and Global Health Law and Distinguished Scholar. Mr. Crowley is a widely recognized expert on HIV/AIDS and disability policy. From February 2009 through December 2011, he served as the Director of the White House Office of National AIDS Policy and Senior Advisor on Disability Policy for President Barack Obama. In this capacity, he led the development of our country’s first domestic National HIV/AIDS Strategy for the United States, a five-year plan for aligning the efforts of all stakeholders to reduce the number of new HIV infections, increase access to care, and reduce HIV-related health disparities. The Strategy continues to guide the Administration’s efforts in this area. He also coordinated disability policy development for the Domestic Policy Council and worked on the policy team that spearheaded the development and implementation of the Affordable Care Act. From 2000 through 2009, Mr. Crowley was a Senior Research Scholar at the Georgetown University Health Policy Institute and he received a concurrent appointment as Senior Scholar at the O’Neill Institute shortly after the institute was established. During this time, his research covered a range of health policy issues with an emphasis on Medicaid and Medicare policy, especially as these programs impact people with HIV and other disabilities.

Aliza Glasner, O’Neill Institute for National and Global Health Law

Aliza Glasner is an Institute Associate. Aliza’s primary focus is on food and drug law. Before joining Georgetown, she was the Manager of Product Development at the Food and Drug Law Institute in Washington, DC. There, she worked in collaboration with industry and government experts to develop programs and publications addressing legal, policy and regulatory issues in the food and drug sector. Aliza was also responsible for planning international events, including FDLI’s inaugural conference in Beijing, China focusing on issues related to trade, compliance and safety in the food and drug sector. Aliza previously practiced law at Cadwalader, Wickersham and Taft in New York. Aliza holds a law degree from Fordham University and a B.A. in International Affairs from George Washington University.

Sandy Han, Harrison Institute for Public Law
Sandy H. Han is a staff attorney at the Harrison Institute for Public Law working on health law and policy. She focuses on legal issues in health reform, and food and nutrition policies in schools. Prior to coming to the Harrison Institute, Sandy was Director of Compliance at the Washington Hospital Center and Associate Vice President at Strategic Management Systems. She received her law degree from the University of Richmond, LL.M. cum laude in Global Health Law at Georgetown, and her B.A. from the University of Virginia.

The Spring Conversation Series is open to all Georgetown University students, faculty, staff, and interested members of the public.
