Sabrina Corlette
Senior Research Fellow, Center on Health Insurance Reforms, Health Policy Institute, Georgetown University

Sabrina Corlette is a Research Professor and Project Director at the Health Policy Institute at Georgetown University in Washington, D.C. There she directs research on health insurance reform issues as they affect consumers and patients. Her areas of focus include regulation of private health insurance plans and markets and implementation of new insurance market rules under health care reform. Prior to joining the Institute faculty, Ms. Corlette was Director of Health Policy Programs at the National Partnership for Women & Families, where she provided policy expertise and strategic direction for the organization’s advocacy on health care reform, with a particular focus on insurance market reform, benefit design, and the quality and affordability of health care.

Katie Keith
Director of Research, Trimpa Group

Katie Keith is the Director of Research of Trimpa Group, where she provides evidence-based strategic advice with an emphasis on health care issues. Ms. Keith’s principal expertise is state and federal implementation of the Affordable Care Act. She previously served as a faculty member at Georgetown University’s Center on Health Insurance Reforms and as a health policy and law researcher on issues ranging from health insurance exchanges, Medicare and Medicaid, student health insurance plans, ERISA preemption, public health law, food and drug law, and international health law, among other topics.

Kevin Lucia
Senior Research Fellow, Center on Health Insurance Reforms, Health Policy Institute, Georgetown University

Kevin Lucia is a Research Professor and Project Director at Georgetown University’s Health Policy Institute. As part of a specialized research team, he conducts extensive legal analysis on how states and the federal government regulate private health insurance with a focus on access, affordability and adequacy of coverage. Mr. Lucia’s research includes analysis of state and federal laws, pending legislation, and current market practices related to private health insurance. His current research agenda is focused entirely on federal and state implementation of the Affordable Care Act (ACA).

Tim Westmoreland
Visiting Professor of Law, Georgetown Law, O’Neill Institute Senior Scholar

Timothy Westmoreland holds a joint appointment at Georgetown University (2001-present), as a visiting professor of law, teaching about legislation and statutory interpretation, health law, and budget policy. He is also a Senior Scholar at the O’Neill Institute. He has been the recipient of the Robert Wood Johnson Foundation’s Investigator Award in Health Policy Research, the Commonwealth Fund’s Atlantic Fellowship in Public Policy, and other awards for his work on public health and policy. Prior to his appointment at Georgetown, Westmoreland was the Director of the Medicaid program at the Health Care Finance Administration (now CMS). Preceding that he spent 15 years as staff counsel to the Subcommittee on Health and the Environment of the U.S. House.
