Oscar Cabrera is the director of the Health and Human Rights Initiative and the director of the Global Center for Legal Innovation on Food Environments at the O’Neill Institute, as well as a visiting professor of law at Georgetown University. He previously served as the executive director of the O’Neill Institute from 2010-2018.

Cabrera has worked on public health projects with numerous national and international organizations, including the Centers for Disease Control and Prevention, the World Health Organization, and the Pan American Health Organization. He works extensively alongside civil society organizations, such as the Campaign for Tobacco Free Kids, and leads the InterAmerican Heart Foundation Argentina as its President. He has also acted as an advisor on public health matters for Latin American governments, including Uruguay. Cabrera’s scholarship has been published in leading academic journals, including the International Journal of Law in Context, the Journal of Law, Medicine & Ethics, and Global Health. He is also a fellow of the Hastings Center.

Cabrera has expertise and interest in various health law related fields, such as public health law, sexual and reproductive rights, health and human rights, commercial determinants of health, global tobacco litigation, and health systems law and policy.

Prior to joining the O’Neill Institute, Cabrera was awarded a Canadian Institutes of Health Research (CIHR) Health Law and Policy Fellowship for his master’s program. After earning his LL.M., he worked as a research associate with Colleen Flood, professor at the University of Toronto Faculty of Law and the Institute of Health Services and Policy Research.

Cabrera earned his Bachelors of Laws in Venezuela at the Universidad Católica Andrés Bello and his LL.M., with concentration in health law and policy, at the University of Toronto.
