Lindblom, who directs the tobacco control program at Georgetown Law, says the hurdle may be easier—what Juul needs to do is prove it’s changed. “The trick for Juul is to come out and say, ‘we’ve got our product, we’ve reconfigured the product, we are going to market it entirely different ways.’”
