Jackie Tumwine, LL.B., LL.M., was a law fellow at the O’Neill Institute for National and Global Health Law at Georgetown University from 2009-2010. Her fellowship was based at the Campaign for Tobacco-Free Kids where she worked in the International Legal Consortium and provided legal support on global tobacco control law and policy issues.
Prior to her fellowship at the O’Neill Institute, Jackie pursued her Master of Laws (LL.M) in Global Health Law at Georgetown University Law Center and graduated with distinction. Jackie also holds a Bachelor of Laws (LL.B) from Makerere University in Kampala, Uganda and a Post-Graduate Diploma in Legal Practice. In 2004 and 2005, Jackie interned with the Uganda Law Reform Commission, before founding an organization active in tobacco control advocacy in Uganda. Jackie participated as an NGO delegate in the First and Second Conferences of the Parties (COP) to the WHO Framework Convention on Tobacco Control in 2006 (Geneva) and 2007 (Bangkok) respectively, and is currently a board member of the International Network of Women Against Tobacco (INWAT), serving as the Regional Representative for Africa.
Jackie has made numerous presentations at national, regional and international tobacco control conferences and workshops. She also participated in the Public Health Law Expert Consultation, convened by the World Health Organization (WHO), the International Development Law Organization (IDLO) and O’Neill Institute for National and Global Health Law. Jackie is proficient in French, and her other interests include global health governance, health and trade issues, ethics, and the intersection of health and human rights.
