Arnold Rosoff is professor of legal studies and health care management at the Wharton School; he is also a professor in Penn’s School of Medicine, where he teaches in the Master in Public Health program. Rosoff is also a senior fellow of Penn’s Leonard Davis Institute of Health Economics and of Penn’s Center for Public Health Initiatives (CPHI). A fellow of the American College of Legal Medicine (ACLM), he served for over 25 years as deputy editor of ACLM’s scholarly journal, the Journal of Legal Medicine.

Rosoff’s focuses on health care reform in the United States and how other nations committed to Universal Health Care (UHC), seeking to understand how the United States can achieve that important and elusive goal. Most recently, he has broadened his focus to include studying how nations that have committed to UHC are meeting the challenges of maintaining that commitment in the face of aging populations, rising health care costs, and difficult economic times.

Rosoff was also senior health law advisor to the Health Care Financing Administration (DHEW) in 1978-79 and helped to establish the health law department of the Philadelphia-based law firm Wolf, Block, Schorr & Solis-Cohen in the 1980s. He has been a visiting faculty member and scholar at numerous international universities and institutes.
