The WHO helped to broker a Pandemic Influenza Preparedness Framework, which requires the sharing of virus samples in return for equitable access to benefits, according to Lawrence Gostin, director of the WHO Collaborating Center on Public Health Law & Human Rights at Georgetown University. Although he thinks the framework has worked “reasonably well,” he said that it covers only novel influenza strains, not other lethal pathogens, such as coronaviruses.
