CMS Proposes New BHP Methodology For 2023

On May 23, 2022, the Centers for Medicare and Medicaid Services (CMS) issued a new proposed rule on the funding methodology for the Basic Health Program (BHP) for 2023. The proposed rule would make only one slight change to the BHP methodology relative to prior years by incorporating a new Section 1332 waiver factor to account for Minnesota’s state-based reinsurance program. This would increase estimated payments to Minnesota from $470 million to $603 million in 2023.
