If FDA does not quickly determine that it is “appropriate for the protection of the public health” to ban all added flavorings in all tobacco products and promptly implement a final rule to do so, FDA should quickly issue a final rule that (along with any other “appropriate” restrictions on flavors) prohibits any tobacco product added flavorings that are harmful-or- potentially-harmful constituents when consumed in the tobacco product or that create HPHCs when consumed in the tobacco product.
