The declaration of a Public Health Emergency of International Concern (PHEIC) is a key mechanism within the 2005 International Health Regulations (IHR) and the governance of global health security. The declaration is made by the Director-General of WHO, upon advice of an expert Emergency Committee and is a global call for governments to prepare for a health emergency.
