Judith Murungi is a student of the 2025-206 LL.M. in National and Global Health Law. She is from Uganda.
Murungi is interested in health research and policy advocacy, and her work is focused on the intersection of health, technology, and human rights.
Prior to enrolling at Georgetown Law, Murungi was a research intern at the O’Neill Institute for National and Global Health Law, where she participated in the COVID-Law Lab project. Murungi is an advocate of the High Court of Kenya and a research associate at the Young African Policy Research Hub. She is a member of the Expert Group on Health and Mental Health at the World Federation for the Deaf (WFD). She is also a member of the scientific advisory council at Health AI, the Global Health Agency for Responsible AI in Health, working towards the Global Governance Forum 2025.
Murungi has also worked with various international organizations in a consultative capacity on multiple projects, including the World Bank, the Global Data Barometer, the Varieties of Democracy (V-Dem) Project, and the health-tech regulatory sandbox project.
She has presented on the legal and ethical concerns surrounding the use of AI in African health care systems at the International Pandemics Sciences Conference. In addition, she participated in the Oxford Global Health and Bioethics Conference, as well as the 8th World Conference on Research Integrity (WCRI) in Athens, Greece, where she received the second-best oral presentation award.
Murungi was trained at the British Institute for International and Comparative Law in AI, Law, and Ethics, and was recognized this year by Women in AI Ethics as a “Rising Star in AI Ethics.”
