Rudolf Van Puymbroeck was Adjunct Associate Professor at the School of Nursing & Health Studies and Senior Scholar, O’Neill Institute for National and Global Health Law, Georgetown University, and consultant to the World Bank and other organizations on HIV/AIDS, health law and development. He retired from the World Bank in August 2006 where, among other positions, he had held the positions of Lead Counsel for HIV/AIDS and human development, Advisor to the Global HIV/AIDS Program, and Chief Counsel for the Latin America and Caribbean Region.
Mr. Van Puymbroeck holds a Juris Doctor degree from Georgetown University Law Center (1976), a Master’s in Business Administration from New York University (Fulbright Scholar, 1969), a Licentiate in Commercial and Financial Sciences from the State University Center at Antwerp, Belgium (magna cum laude 1967), and Certificate, World Bank Group Executive Development Program, Harvard Business School (1999). He is a member of the Bar of the District of Columbia, the American Public Health Association, and a number of law-related associations.
Among other publications, he is contributing author and the editor of Legal Aspects of HIV/ AIDS: a Guide for Policy and Law Reform (World Bank 2007), co-author (with Prof. Frederick M. Abbott) of Compulsory Licensing for Public Health: A Guide and Model Documents for Implementation of the Doha Declaration Paragraph 6 Decision (World Bank 2005), and founder and editor of The World Bank Legal Review: Law and Justice for Development (Vol. 1) (World Bank and Kluwer Law International 2002). He is a member of the Editorial Committee, Office of the Publisher, World Bank.
