A legal expert who has been watching the Georgia battle, Katie Keith, said Georgia might sue. But, she said, “if I was a consumer, I think it’s safe to say the expectation at this point is you will use healthcare.gov for open enrollment this year.” Keith is director of the Health Policy and the Law Initiative at Georgetown University Law Center.
