The O’Neill Institute is proud to plan for the 20th anniversary of its LL.M. program. This fall, the O’Neill Institute welcomes its 19th cohort of health law LL.M. students at Georgetown Law. Representing every region of the world, this impressive group of scholars shares a commitment to addressing the most urgent health challenges facing the United States and the world today.
“Since the program began, our goal has been to prepare leaders who will shape health law and policy in the United States and around the world,” said Professor Michele Bratcher Goodwin, Georgetown University O’Neill Professor of Constitutional Law and Global Health Policy and co-faculty director of the O’Neill Institute. “This milestone class is stepping into a rigorous academic environment, a vibrant professional community, and a pivotal moment that calls for their leadership and talents.”
The incoming class comes from seven countries and four continents. They bring diverse professional backgrounds, including from nongovernmental organizations, government, academia, and the private sector.

“Over the past two decades, our graduates have taken on leadership roles across the world from the United Nations and World Health Organization to civil society, public services, and academia,” said Professor Lawrence O. Gostin, Georgetown University Distinguished University Professor and co-faculty director of the O’Neill Institute. “This newest cohort will build on that extraordinary record of impact, bringing their own expertise and experiences to shape the conversation and research to protect and promote public health.”
The Health Law LL.M. program at Georgetown Law prepares law graduates to apply their specialized legal skills to improve health outcomes in the United States and around the world. This multidisciplinary program focuses on the intersections of health and law, providing students with an unparalleled curriculum and experiential learning through externships and research assistant positions. Through this program, students have the opportunity to learn from the world’s most distinguished and renowned thought leaders, faculty, and practitioners.

“I am delighted to join the Health Law LL.M. program at Georgetown Law,” said Judith Murungi, 2025/2026 LL.M. student and Belén Ríos Scholar from Uganda. “I look forward to gaining advanced training in National and Global Health Law and Governance, engaging with international perspectives on today’s global health challenges, and learning from leading experts to strengthen my research skills in the field.”
As we prepare for the 20th anniversary of the O’Neill Institute’s LL.M. program, we celebrate the incoming class and the achievements of students like Judith. She and our current cohort of students will join an expansive network of mentors and over 260 alumni who are leaders in their fields — with connections at Georgetown University and across national and international institutions, including the United Nations, World Health Organization, World Bank, national governments, NGOs, academia, and leading private firms.
