OPINION: Is a WHO pandemic treaty set to fail?

In May this year, my parents received their first shot of the Russian Sputnik COVID-19 vaccine, the only one available at the time in Argentina. They were supposed to get their second jab in three months, as per the health authorities’ guidelines. That day never came.
