In November 2022, Oscar A. Cabrera was invited by the Inter-American Court of Human Rights to act as an expert witness in the case of La Oroya Community v. Peru, which addressed the state’s responsibility for the human rights violations linked to the pollution caused by a metallurgical complex in the community. Cabrera’s affidavit addressed the content and scope of state obligations in the face of the risks and adverse health impacts generated by environmental pollution, considering the state’s role in the creation and continuity of such risks.
