The FDA’s E-Cigarette Rule Isn’t Enough

On Thursday, at long last, the Food and Drug Administration finalized its “deeming” rule, putting cigars, pipe tobacco, hookah, e-cigarettes and other nondrug nicotine products under FDA’s extensive tobacco control authority. But it is too little and too late.
