The Pandemic Agreement directs the Conference of Parties (COP) to create a mechanism to facilitate and strengthen implementation, including by monitoring key commitments and progress. In support of this, we have developed a zero-draft framework to track implementation. The framework is intended as a living tool with adaptive capacity to evolve with political and institutional developments as key provisions are finalized and guidelines adopted by the COP. This framework aims to contribute to early discussions on reporting, which the COP will lead under Article 21.
