Ahead of the tenth open enrollment period under the Affordable Care Act (ACA), the marketplaces are on their strongest footing to date. The marketplaces have seen record-high enrollment thanks in large part to enhanced subsidies first made available under the American Rescue Plan Act (ARPA) and later extended through 2025 under the Inflation Reduction Act. This premium assistance, as well as Medicaid continuous coverage requirements during the COVID-19 public health emergency, has contributed to a record-low uninsured rate and increased marketplace enrollment among people of color.
